Feb. 25 (Bloomberg) -- Dirk Forrister, managing director of Natsource LLC, and Henry Derwent, president of the International Emissions Trading Association, talk with Bloomberg's Mark Crumpton and Julie Hyman about the outlook for congressional action on climate-change legislation. President Barack Obama came to office last year pledging to enact cap-and-trade legislation that would limit carbon-dioxide emissions blamed for global warming and establish a market in the trading of pollution allowances.
